Sealed tenders for the following works are invited; of international tenders/suppliers/manufacturers who intend to participate in this tender; from tenderers. The blank tender documents will be issued by R. M. Mohite Textiles Ltd., Kolhapur.

 

The application for purchase of the bid documents along with the cost of bid document, only in Indian currency will be received at the address stated below and subsequently bid documents will be handed over to the representative of the Tenderers. In case documents are requested by postal services additional 500/- Rupees shall have to be paid by the Tenderer. Inviter is no way responsible for delays or loss of the documents in postal services. The work site is situated near village Fejiwade , Tal – Radhanagri, Dist – Kolhapur,                         ( Maharashtra.). Site distance from Kolhapur is 55 km.

 

1.11    The Bidding document will be available for examination in the office of the M/S. R.M.Mohite Textiles Ltd, Kolhapur and in the office of M/S. Sneus Hydel Pvt, Ltd; Rahul Complex, E-20 IV th floor, Near Jai Bhawani Bus Stop, Paud Road, Kothrud, Pune 411029 who are the Authorised Consultants of the Project on any working day between 11.00 Hrs. to 16.00 Hrs.

1.12 A pre-tender conference open to all prospective tenderers who have purchased the Bid  document will  be held at Kolhapur in the office of M/S. R.M.Mohite Textiles Ltd, Kolhapur  on 21/06/2005 at 14.00 Hrs.wherein the prospective tenderers will have an opportunity  to obtain clarifications; if any, to the contents in the Bid document. The clarification & amendments, if any will be issued to all prospective tenderers. The Bid submitted by tenderer shall be based on clarification/amendments issued (if any) by Purchaser. Replies to the queries will be given only if received  eight days before the date of the conference.

 

 

 

 

1.13 CRITERIA FOR QUALIFICATION

The prospective tenderer shall furnish information & documentary evidence to Purchaser’s satisfaction to show that the qualifying requirements as given hereunder are fulfilled by him :-

1.13.1            CRITERIA FOR FINANCIAL SOUNDNESS

The tenderer shall be financially sound. His bid capacity shall be decided by the following formula

           

            Bid Capacity = (2 x  A x N)-B

 

            Where,

A =  maximum value of works executed by the Tenderer in any one year during the period of last five years (updated to the price level of the year in which the Tenders are opened) which will take into account the completed and ongoing works.

           

To update the cost of works done in last five years to the current price level, the following multiplying factors shall be adopted for corresponding year

B =  Value of existing commitments and ongoing works of Tenderer to be completed in the period stipulated for completion of work for which tenders are invited.

N =  Number of years prescribed for completion of the work for which the tenders are invited  (i.e. 2 (Two) years)

The Tenderer shall be considered as financially sound only if Bid capacity so calculated  is not less than the cost of work put to tender.

 

In case of Joint Venture the yearly turnover  relating to any particular  year, bid capacity and quantities of main items executed shall be added together in the proportion of their share in the Joint Venture for determining the minimum criteria of qualification.

 

 

The above details shall be ascertained from the information given by tenderer in prescribed Performa.

 

1.13.2            ELIGIBILITY & MINIMUM CRITERIA FOR QUALIFICATION

a)     The Tenderer must be well established firm having experience & capability in execution of works similar to the work given in this document

b)     Tenderer shall be

i)                  Either manufacturer of hydro turbine and/or Generator having business experience of at least 5 years in the field of execution of Hydro Power Projects   and He should have successfully executed and commissioned at least one Hydro Power Project comprising of unit capacity not less than 4000 kW during last ten (10) years & the plant should be in satisfactory commercial operation for continuous period not less than six (6) months within the stipulated span. 

The tenderer should furnish performance certificate from actual users/utilities to whom the manufacturer has supplied the equipment(s) in the past.  The performance certificate issued by the user/utilities should indicate the location, description of equipment with rating etc. date of supply, date of commissioning & remarks about satisfactory operation of equipment along with duration of actual operation. Or

            ii)            Joint Venture:  -

The joint venture shall from association of two or three entities given below and must fulfill jointly all the qualification requirements stipulated for individual tenderer viz. Turbine or generator manufacturer or Supplier or contractor

a) Turbine and/or generator manufacturer as mentioned shall possess qualifying requirement as stated above, and fulfill the qualifying criteria.

The leader of the joint venture should have major participation of 60% in the joint venture & each Joint Venture partner shall have a minimum participation of 20 %. The information in this regard shall be furnished with documentary evidence to justify Qualifying requirements contained above.

 

 

 

             Note :- In case the tenderer is an contractor or Joint Venture, he shall submit the letter of assurance , assuring that the manufacturer along with tenderer shall be jointly and severally responsible for guarantees & Warrantees.

 

c)     Qualifying criteria for turbine & Generator manufacturer: - The qualifying criteria for turbine / generator manufacturer(s) whose equipment is proposed to be offered by the tenderer should possess own technological experience for atleast  10 years in the design, manufacture and supply  of equipment & providing services during onsite erection , testing, commissioning & start-up of the Turbine/generator plant & should have experience of satisfactory commercial operation of at least  six(6) months in respect of turbine/generator stated  as under .

  

 1) Turbine:  -

Atleast one Vertical shaft Francis turbine each having rated output of not less than 5500 HP, which should be in continuously satisfactory commercial operation for at least six (6) months during the operational period.

      2)  Generator :-

Atleast one(1) synchronous generator having rated output of not less than 4000 kW & should be in continuously satisfactory commercial operation for  atleast  six (6) months during the operational period. 

In support of manufacturer’s performance in respect of above requirement, the tenderer should furnish performance certificate from actual users/utilities to whom the manufacturer has supplied the equipment(s) in the past.  The performance certificate issued by the user/utilities should indicate the location, description of equipment with rating etc., date of supply, date of commissioning & remarks about satisfactory operation of equipment alongwith duration of actual operation.

d)     Tenderer shall furnish the information regarding the list of plant & machinery available with the Tenderer and main contractors  for use on this work and the list of plant & machinery proposed to be utilized on this work but not immediately available and the manner in which it is proposed to be procured for timely completion  of work.

 

 

 

Tenderer shall note that out of the total plant & machinery to be used on this work atleast 50% must be owned by the Tenderer/main contractor.

e)           Details of Technical Personnel & Supervisors etc on the roll of the Tenderer/contractor  shall be furnished.

Even though the Tenderer satisfies the above requirements, they are subjected to be disqualified if they have :-

i) Made untrue statement  or submitted false information as called for in various Proforma, Schedules and certificates submitted alongwith the prequalification   document.  In this respect Tenderer shall give declaration.

ii)                  Records of poor performance such as abandoning work, not properly    completing contract, inordinate delay in completion or financial failure etc.

1.14         Notwithstanding the above, the purchaser reserves the right to assess the financial and   technical capabilities of the Tenderer through other sources as may be deemed necessary .

1.15    Two copies of the  document shall be returned duly filled in and signed on all pages.

1.16    The right is reserved by the Purchaser to reject or ignore any or all documents for tenders or annul the tendering process altogether or enhance or dilute the qualifying requirements & assessment of the capacity & capability of the tenderers without assigning any reason whatsoever.

b) PROJECT PERSPECTIVE:

River Bhogavati, a tributary of Panchganga river rises in the Western Ghats of Sahyadri Ranges in Kolhapur District. Panchganga is one of the major tributary of Krishna river. The Dam constructed and strengthened with downstream buttresses, across Bhogavati river is masonary surki mortar dam of height 42.68 m with live storage of 236.79 Mcum. Water stored thus, is released through irrigation outlet directly into Bhogavati river to fill the downstream series of  K.T. weirs for irrigation. The dam has been constructed long back i.e. in 1954 across river Bhogavati at village Fejiwade, Tal-Radhanagari, Dist-Kolhapur

 

Automatic floodgates have been provided on left flank waste weir , which cascade down on hard exposed rock and meets original river course. There are 5 numbers of under sluices of size 2.44m X 5.7m each on left flank in saddle having a discharge capacity of 40000 cusecs. Normally the maximum discharge required for irrigation is 1400 cusecs; whereas each river sluice has discharging capacity of 8000 cusecs.

 

Water stored is let down in the river and further picked up downstream at series of weirs from where irrigation potential is served.

 

    2.1         PRESENT POSITION AND CHANGES PLANNED FOR HEAD WORKS:

It is proposed to convert existing two numbers of under sluices ( size 2.44m x 5.71m) into power outlet and suitable size steel lining with baffle on emerging out of dam connecting to penstocks in

 

 

the body of dam upto upstream face of power house, to feed water to two ( 2 Nos) Turbine Generating units of requisite capacity with main inlet valve in the power house building. It is proposed to generate power from the irrigation releases from Radhanagari dam utilizing the variable head.  Power House is proposed to be located at the toe of dam on right side plateau of under sluice canal. Tail water will be guided through a small length letting into the river. Each steel penstock of 3.25m diameter and 12mm thickness is designed to carry a peak discharge of 26.00 cumecs. Other under sluices will be used as bypass during closure of the unit to release discharge into the river, for downstream irrigation. Discharge capacity of three sluices will be 24000 cusecs, which is much more than irrigation need.

 

2.2        POWER POTENTIAL:

 

Head fluctuations are susceptible at the site and varies from about 35.00 m to 18.00 m and more of which is not economically usable during a small period of June i.e. about 8 days is available for power generation and July to April of each year are fully available for energy production. This resource has good renewable potential of about 27 Mus per annum. Studies show, to explore complete range, Francis set could be installed at the site. To achieve better flexibility 2 units each of 5000 kW totaling to 10000 kW could be installed to cover up energy generation limit as set by GOMWRD. 75% reliable annual generation works out to as indicated by GOMWRD as 26.83 Mus. 

 

The hydro scheme is basically planned as a small energy feeding station.

 

 2.3            GEOLOGICAL CONDITION AT SITE:

The site has earlier geological studies conducted for Radhanagari dam. Exposed rock is available in the riverbed and nearby areas. From trial pit observations, it is seen that a good foundation is available for powerhouse location. In addition, hard rock is expected about 3 to 5m below over burden in power block zone.

The powerhouse is proposed on D/S of buttresses constructed for strengthening of the dam.
